Today, the concept of local governance is a full part of local development approach. It is considered as a precondition for poverty reduction strategies. Local governance is an instrument of galvanizing and mobilizing communities in participation of commonly affairs and own development. The elected local authorities have the power to address the unequal access and control over the lands of different categories of population, climate change issues by mobilizing people to preparedness, early warning and prevention. For instance, local authorities are key leaders to mobilize people to plant trees.
EREAC will put more focus on empowering capacity of local communities to exert their legal delegation to become a trigger of development change. The Communal Plan of Community development shall be considered in implementing the projects and programs of EREAC and, if necessary, local communities will be empowered in the process of making Communal Plans.
